个人必须为其接受的高等教育付费

大学教育对个人而言具有巨大与直接的好处。大学毕业生的收入比非大学毕业生高。同时，社会流动更依赖于学历。然而，只有一些人拥有学历。因此并非纳税人，而是个人必须为此付费。很多地方迫切需要政府资源。用纳税人的钱来帮助少数人在未来获取高收入并非其中之一。

全额政府资助对大学并非好事。Adam Smith在一所苏格大学工作，该校都是依靠学费度日。他了解并看不起18世纪的牛津大学，那里的教师依靠政府资助过着舒适的生活。Smith认为有保障的薪酬是辛勤工作的宿敌，并且当教师变得懒惰与无能，学生也会同样懒惰。

如果学生必须为其所受教育付费，他们不仅会更加努力地学习，还会希望从老师那里获取更多。而且，他们的老师必须使他们满意。如果那意味着认真治学，且没有太多时间让他们从事为自己的利益进行的研究，那必定是值得庆贺的。

许多人认为高等教育必须免费，因为对经济有利。许多毕业生无疑对国家财富做出贡献，但商业创造投资与就业也在创造财富。如果你认为政府应为高等教育出资，因为毕业生创造经济效益，你也必须认为政府应承担部分商业成本。任何承诺创造就业的人都应收到政府投资的资金作为礼物。因此，并非政府，而是个人应为其大学教育买单。
