原题为被动语态，改回主动就会一目了然：
People believe the minister of Finance to be thinking of imposing new taxes to raise extra revenue.
1）believe sb. to do sth.（认为某人会做某事）的句式，其中不定式是宾语补足语；改为被动即为 sb. is believed to do sth.,不定式变成主语补足语。
2）think of doing sth. 考虑做某事
3）to be thinking of doing sth.（不定式的进行时态）要考虑着做某事。
2. Issues of price, place, promotion, and proct most of those are conventional concerns in planning marketing strategy.
1）化简：Issues of price, place, promotion, and proct are conventional concerns in planning marketing strategy. 价格、销售地、促销和产品等问题是规划市场战略中一惯受到关注的问题。
2）可见抽掉的 most of those 是 Issues 的同位语，只有名词、代词、动名词和 that 名词从句才可以用作这种成分，most 是不定代词，指代 issues 中的多数。
3）among the most 是介词短语，只能作状语、后置定语和表语，不能用作同位语。
