第三屆「21世紀杯」全國中學生英語演講比賽章程

為了進一步推動我國中學英語教學和素質教育的發展，中國日報社和《21世紀報》決定舉辦第三屆「21世紀杯」全國中學生英語演講比賽，本屆比賽的地區預賽已分別於2004年7月和8月在大連和廈門舉辦，徵文選拔賽將於10月至11月舉辦，決賽將於12月2日至6日在上海市華東師范大學舉行。大賽由中國日報社主辦、英文《21世紀報》承辦，並成立大賽組委會，組委會辦公室設在中國日報社《21世紀報》。為了保證賽事的順利進行，特製訂本章程，請各參賽單位遵照執行。

一、比賽宗旨
為了激發中學生學習英語的興趣、提高英語的綜合應用能力，給中學生提供一個鍛煉自我、展示自我、捕捉機遇的舞台，中國日報社和《21世紀報》決定於2004年12月2日至6日在上海市華東師范大學舉辦第三屆「21世紀杯」全國中學生英語演講比賽決賽。
中國日報社《21世紀報》已經成功地舉辦了九屆「21世紀杯」全國大學生英語演講比賽，吸引了來自全國500多所高校師生的廣泛參與，得到了國家教育部、中外英語教學權威機構和社會各界的廣泛認可和支持，是目前國內規格、水平最高的英語演講比賽，並成為每年5月在英國舉行的國際英語演講比賽的中國區選拔賽。
自2002年起，中國日報社《21世紀報》又在北京、蘇州成功開辦了兩屆「21世紀杯」全國中學生英語口語競賽，參賽選手由全國各省市英語教育主管部門選拔推薦，代表了中國中學英語口語教學的水平，已被指定為英國國際英語演講比賽的中國選拔賽，在全國廣大中學生英語學習者中產生了廣泛的影響。中國日報社《21世紀報》希望在各級教委、教研部門和各地中學的支持和配合下，努力將大賽辦成國內同類比賽中檔次和水平最高的中學生英語口語競賽活動，我們相信本屆中學生英語演講比賽必定在全國廣大中學生中掀起一輪更加火熱的英語學習浪潮。

二、主辦單位
主辦單位：中國日報社
承辦單位：英文《21世紀報》 中國日報社華東辦事處
協辦單位：英國國際英語聯合會（the English-Speaking Union, the United Kingdom）、澳大利亞墨爾本大學(University of Melbourne, Australia)、新加坡時信出版集團(Times Publishing Group, Singapore)、上海外語教育出版社、華東師范大學。

三、比賽形式
第三屆「21世紀杯」全國中學生英語演講比賽分為地區預賽、徵文選拔賽和決賽三個階段，具體比賽形式規定如下：
（一） 地區預賽
1．比賽時間：2004年7月至8月《21世紀報》小記者夏令營期間。
2．比賽地點：全國設南北兩個賽區，分別在大連理工大學和廈門大學與《21世紀報》小記者夏令營活動同時舉辦。
3．參賽對象：面向全國各地中學，包括《21世紀報》中學英語報刊閱讀實驗學校。在國外生活學習過一年以上的中學生和參加過往屆「21世紀杯」全國中學生英語口語競賽的選手除外。
4．比賽內容和題目：預賽由兩部分組成：
（1）第一部分為已備演講：寫一篇500字左右的演講稿，演講題目和內容根據以下提示自行擬定，充分發揮，演講時間為3分鍾。
演講內容提示：時光如電，歲月如歌。人的一生中，總會經歷那麼一些人和事，讓人印象深刻，難以忘懷。一次美妙的旅行，一部經典的電影，一位博學的老師，一個真誠的朋友，都會留在我們心靈的深處，讓人記憶猶新。那麼給你留下印象最深刻的人和事是什麼呢？請談談你的親身經歷和感想。
（2）第二部分為現場問答：其中一個問題由中外專家組成的評委團現場針對已備演講內容提問，另一個問題為常識性、時事性知識或觀點，選手現場抽題，由主持人念題。問答時間共為兩分鍾。
（二） 演講徵文選拔賽
1．比賽時間：2004年10月至11月
2．參賽對象：以各省市英語教研部門為單位，按地區分名額，統一組織各地學校報名參賽。分設初中組和高中組。在國外生活學習過一年以上的中學生和參加過往屆「21世紀杯」全國中學生英語口語競賽的選手除外。
3．比賽內容和題目：根據以下演講題目，由各省市英語教研部門組織各地學校和選手參賽，統一送交選手演講稿及演講錄音磁帶或光碟（文稿作者與參賽選手錄音必須一致，演講錄音約為4分鍾，演講徵文選拔賽的題目與決賽演講題目相同），由大賽組委會評選並組織電話口試後，最終將有50名選手通過演講徵文選拔賽入選決賽。
高中組演講題目：
Wonders of the New Technology: My Experience with Computers and the Internet
(計算機與網路: 科技的魅力)
初中組演講題目：
Growing Up: How Do You Deal with the Teenage Problems?
(面對成長中的困惑和煩惱)
4．獎項設置：本次演講徵文選拔賽設一、二、三等獎，所有參賽選手均將獲得榮譽證書和圖書獎品。其中獲得一等獎的50名選手將代表各省市參加2004年12月2日至6日在上海舉行的決賽。
（三） 決賽
1．比賽時間：2004年12月2日至6日
2．比賽地點：上海市華東師范大學
3．參賽對象：演講徵文選拔賽評選出的優勝選手和地區預賽選拔的優勝選手共同參加決賽。
4．比賽內容：決賽由兩部分組成，按初中組和高中組分別進行比賽。決賽演講題目與演講徵文選拔賽題目相同。
（1） 第一部分為已備演講，即參賽選手按抽簽順序出場，根據演講徵文選拔賽的題目進行4分鍾的已備演講；
（2） 第二部分為現場問答，其中一個問題由中外專家組成的評委團現場針對已備演講提問題。另一個問題為常識性、時事性知識或觀點，選手現場抽題，由主持人念題。問答時間共為2分鍾。
5．獎項設置：高中組一等獎5名，初中組一等獎5名，其中高中組的第一名將代表中國參加明年5月在英國舉辦的國際英語演講比賽，其餘9名一等獎獲得者將於明年暑期分別被選送到澳大利亞和新加坡進行短期修學訪問；每組二等獎10名，獲得獎金800元；每組三等獎20名，獲得獎金600元。此外，所有參加決賽的選手、指導教師和教研員均將獲得榮譽證書和英文圖書獎品。
6． 參賽費用：參賽選手、指導教師和教研員在上海期間的食宿費、市內交通費由中國日報社《21世紀報》承擔，往返上海的差旅費自理。

四、評判標准
1．評委團：由8－12位中外知名英語教學專家、學者組成。
2．評分標准：
（1）內容方面：主題鮮明，內容生動佔20%
結構清晰，邏輯性強佔10%
表達完整，具有創意佔10%
（2）語言方面：發音準確，語調標准佔20%
用詞恰當，表達流利佔20%
（3）表演方面：感情充沛，富有表現力佔10%
著裝整潔，儀表大方佔10%

五、其他事項
有關比賽和評審的解釋權和仲裁權在大賽組委會。

My father is, in the same way, a good consultant to me. As he said: I am in poor ecation, little for you; to clarify, what he have given is far beyond his words, I do think so. I was born in a country of Ping Tung Country, farming is our career of generations. There are four people in my family, Mother is housewife and my brother is a student of an Agriculture College.
