Note: Many students incorrectly think that this means the same as 「On theother hand.」 It does not. There are two usages of 『on the contrary』.
a) The most common meaning is: 「That』suntrue and I』ll tell you the true situation.」 Or, 「I disagree and this is whatI think.」
Examples:
A: 「I guess you play a lot of computergames.」
B: 「On the contrary, I rarely play computergames.」

A: 「But it was completely unexpected.」
B: 「On the contrary, it was planned tohappen that way.」
b) 『On the contrary』 is also used to emphasize a negative thing you justsaid (or wrote).
Example:
「Eventually, I came to believe that I wouldn』t fail. On the contrary,I became convinced that I would succeed very well.」
