個人必須為其接受的高等教育付費

大學教育對個人而言具有巨大與直接的好處。大學畢業生的收入比非大學畢業生高。同時，社會流動更依賴於學歷。然而，只有一些人擁有學歷。因此並非納稅人，而是個人必須為此付費。很多地方迫切需要政府資源。用納稅人的錢來幫助少數人在未來獲取高收入並非其中之一。

全額政府資助對大學並非好事。Adam Smith在一所蘇格大學工作，該校都是依靠學費度日。他了解並看不起18世紀的牛津大學，那裡的教師依靠政府資助過著舒適的生活。Smith認為有保障的薪酬是辛勤工作的宿敵，並且當教師變得懶惰與無能，學生也會同樣懶惰。

如果學生必須為其所受教育付費，他們不僅會更加努力地學習，還會希望從老師那裡獲取更多。而且，他們的老師必須使他們滿意。如果那意味著認真治學，且沒有太多時間讓他們從事為自己的利益進行的研究，那必定是值得慶賀的。

許多人認為高等教育必須免費，因為對經濟有利。許多畢業生無疑對國家財富做出貢獻，但商業創造投資與就業也在創造財富。如果你認為政府應為高等教育出資，因為畢業生創造經濟效益，你也必須認為政府應承擔部分商業成本。任何承諾創造就業的人都應收到政府投資的資金作為禮物。因此，並非政府，而是個人應為其大學教育買單。
