山東濰坊是我國著名風箏產地，明代就已在民間出現扎制風箏的藝人。清代，隨著放風箏習俗的流行，風箏藝術亦達到鼎盛階段。道光年間，郭麟吟清明的一首竹枝詞描繪道：「一百四日小寒食，冶遊爭上白浪河，紙鳶兒子鞦韆女，亂比新來春燕多。」鄭板橋有詩曰：「紙花如雪滿天飛，嬌女鞦韆打四圍，飛彩羅裙風擺動，好將蝴蝶斗春歸。」
《濰縣志》也記著：「清明，小兒女作紙鴦，鞦韆之戲，紙鴦其制不一，於鶴、燕、蝶、蟬各類之外，兼作種種人物，無不惟妙惟肖，奇巧百出。清末，濰坊已形成了固定的風箏市場，全國許多地方的商賈都來濰坊購買風箏，一時間花樣翻新招主顧，雙雙蝴蝶鳶成行」，涌現出了一大批手藝高超的風箏藝人。
濰坊風箏主要有三種基本造型：串、硬翅和簡形，其中以龍頭蜈蚣最突出。據說是受了龍骨水車的啟發而製造的。現在已發展成許多品種，小的可放在掌上，大的有幾百米長，造形、色彩也各不相同，從很簡單的白紙糊身，紅紙糊頭，不畫一筆，不染一色的蜈蚣風箏，到色彩繽紛，繪金描銀的九頭神龍風箏。從構思奇妙的二龍戲珠到三條巨龍在空中呈「y」，字形飛行的「哪吒鬧海」，真是千變萬化，「奇巧百出」。
濰坊的長串風箏除蜈蚣之外，還有各種不同的題材。如「梁山一百單八將」是把梁山的一百零八位好漢做得個個形態不同，栩栩如生，放上天去排成一隊，各持兵刃，隨風飄動，這時你也許會隱約地感到有戰鼓催陣，好像他們正要出發，去打下大宋朝庭……
1984年4月，在濰坊的北海灘上放起了一條巨型龍頭蜈蚣，頭高4米，長4米，腰節直徑1.2米，這個風箏共長320米，當時在全國是最大的了。現在濰坊已成為國際風箏節的固定舉辦地。現代風箏在繼承傳統精華的基礎上，不斷花樣翻新，贏得了「風箏藝術，濰坊第一」的美譽。
