自2006年起，陕西省开始实行高考英语、数学两科自主命题。为贯彻落实国务院《关于内深化考试招生制容度改革的实施意见》和教育部要求，经陕西省招委会研究同意，报请教育部批准，从2016年起，陕西省普通高校招生统考将全部使用教育部统一命制的试题，也就是通常所说的“全国卷”。
“‘全国卷’带来的最大变化就是外语科目含有听力部分，而且听力成绩要计入高考外语科总分。”张军利说。据了解，高考英语听力考试恢复后，将采访国家教育考试标准化考点语音广播系统统一播放考试内容的方式进行。
