調查報告一般由標題和正文兩部分組成。
（一）標題。標題可以有兩種寫法。一種是規范化的標題格式，即「發文主題」加「文種」，基本格式為「××關於××××的調查報告」、「關於××××的調查報告」、「××××調查」等。另一種是自由式標題，包括陳述式、提問式和正副題結合使用三種。
（二）正文。正文一般分前言、主體、結尾三部分。

3．結尾。結尾的寫法也比較多，可以提出解決問題的方法、對策或下一步改進工作的建議；或總結全文的主要觀點，進一步深化主題；或提出問題，引發人們的進一步思考；或展望前景，發出鼓舞和號召。
