再說，居民能用多少電呢？除了日常生活必用的電，難道他們還有大型的設備要使用嗎？居民們為了省錢不用別人說自己就會主動省電，又怎會無端浪費電而增加他們的經濟負擔呢？他們並沒有浪費電的行為，如果限他們的電，他們不是連正常的生活都不能保證了嗎？
雖然，有人可能會說工業是國家經濟發展不可缺少的一個部分，但工業的發展也是靠這些百姓的啊！如果限了居民的電，居民的生活就不能處於正常的狀態，精神不佳，滿腹怨氣，工人工作沒有了積極性，試問，工廠的生產效率如何提高？國家還怎麼經濟發展？人們常說「安居樂業」，只有居民生活穩定了，才能談到工業發展，不是嗎？
所以，如果說要限電，絕不能限居民的電，居民每天的用電量對於工廠來說實在太微不足道了。可見缺電並不是主要的原因，就算有再多的電，如果不好好利用，只是一味的浪費，那麼「電荒」問題永遠得不到解決。如果能通過限工業用電改掉那些浪費國家資源的壞毛病，何樂而不為呢？
