考委會設在交大
大學英語四六級考試委員會設在上海交通大學，辦公室設在交大的浩然高科技大樓22樓。去之前，總以為這一每年考生多達900萬人的考試委員會應非常大，可是到了高科技大樓的22樓，轉了一個圈還是沒有找到，這么大的一個考試的總部竟然連個牌子也沒有？最後一個一個門敲過，才見到了四六級考試委員會主任委員楊惠中教授。
楊惠中從1987年開始擔任四六級考試委員會的主任委員至今，他介紹說，委員會辦公室是委員會的常設辦事機構，委員會辦公室在這層樓上共佔有三個房間，正式工作人員只有五六個，管理著全國大學英語四，六級考試的出題、評卷等工作。
四六級考試委員會由來自國內12所著名大學的15位教授組成，考試委員會下設3個考試中心，分別設在清華大學(中心1)、上海交通大學(中心2)和武漢大學(中心3)，中心1分管東北、華北，中心2分管華東、海南、廣東，中心3分管華中、西南、西北，具體的考務工作，則分別由各省教委協助組織。
考題是怎麼出的
楊惠中通過電腦演示命題流程：命題-初審-預測-試題項目分析-審題-拼卷-施考-閱卷及統計分析-建立題庫。四、六級考試試題都由委員會任命的命題員擬出，每一位命題員都經過專門的訓練，他們根據教學大綱擬出一道道試題，然後匯總到委員會辦公室，在3個考試中心進行初審。最後經過試測、計算機試題項目分析、復審、拼卷等過程，在確保試卷的難易度、區分度都達到規定的要求後才能用於考試。
其中的試測及分析非常重要，比如在對有代表性學生樣本進行測試後，經過計算分析就知道了學生的答題情況，題目是否偏難或者偏易，是否需進行調整。只有當高分與低分考生各佔一定的較小比例，多數考生處於中間層次的情況下，才會被最後採用，也就是用分數劃出的曲線基本呈對稱的拋物線形。否則全都高分或者全都低分，考試就沒有意義了。
另外，歷年測試在形式和內容上都穩定不變，保持了評價標準的穩定性。
分數不是卷面得分
四六級考試不採用原始分(即答對題數)來報道考生成績，通常要進行一系列的分數轉換過程，每個考生得到的最後分數是經過正態化處理的分數。「六級的60分相當於托福的560分。」楊惠中透露。
客觀題部分首先要作加權處理，四、六級考試中閱讀、聽力、詞彙等各個部分每答對一題的得分都是不同的，要根據難易程度來決定。也就是說，兩位同學都做對了60道題，最後的得分一般是不一樣。在經過加權處理後，還要對客觀題部分用IRT(試題響應理論)模型作等值處理，以濾除不同考次間題目難易變化對得分的影響，也就是說，這樣處理後，今年考試所得的60分和10年前所得的60分是等值的。
對於寫作題，主要的做法就是通過計算機將現有分數進行坐標處理，畫出一個曲線，按規律，這條曲線應該是拋物線，分數處於正態分布。如果有一個老師判的所有作文卷的成績高於這個拋物線，則說明評分標准偏寬，工作人員就將對這一分數曲線進行微調，即把每個學生的分數相應減掉一點；反之也如此。
四、六級考試中還實行作文最低分數制度，如果考生作文分低於6分，則最後的報告分數為：原始分減去6分加作文得分，如作文分為零，即使其它題都得了滿分也肯定不及格。

肯定是啊。
答題時間共125分鍾，順序是：寫作、快速閱讀、聽力、仔細閱讀、完型填空和漢譯英。考生首先在答題卡1上完成寫作部分。30分鍾後，監考員發試題冊，考生在接著的15分鍾內完成快速閱讀理解部分的試題。然後，監考員收回答題卡1。考生在答題卡2上完成其餘部分的試題。

在答題過程中，考生必須在答題卡上作答，在試題冊上作答無效。所有選擇性試題務必用2B濃度的鉛筆劃線作答；所有非選擇性試題(即寫作、填空等)務必用黑色字跡簽字筆作答。
新四級由四大部分構成：聽力理解時間35分鍾，包括兩個部分：聽力對話佔15%，含8個短對話共8道多項選擇題和2個長對話共7道多項選擇題；聽力短文佔20%：含3篇短文理解共10道多項選擇題和一篇短文復合式聽寫共8詞3句。聽力理解占總分的35%，合計249分。

寫作和翻譯時間35分鍾，分為兩個部分：寫作時間30分鍾，佔15%，共106分；中譯英時間5分鍾，佔5%，共36分。合計20%，142分。

通過對比，我們發現：新四級60%的題型沿用了老四級題型，加入了40%的新題型。題型增加，題量加大，速度要求加快；但同時每種題型的難度降低。

新四級考試取消了詞語用法和語法結構、英譯漢兩種過時題型，而完型填空和寫作沒有任何變化。聽力的比例提高到35%，短對話、短文理解和短文聽寫沿用了老四級的題型，只有長對話是新題型，只是題材選用對話、講座、廣播電視節目等更具真實性的材料。閱讀部分下降為35%，其中篇章閱讀理解沿用了老四級題型，篇章詞彙理解和快速閱讀是新題型。同時增加了英譯漢和六級的改錯題型。

同時，從2005年6月起，四級考試成績開始採用滿分為710分的計分體制，不設及格線；成績報道方式由考試合格證書改為成績報告單，即考後向每位考生發放成績報告單，報道內容包括：總分及聽力、閱讀、完型或改錯、寫作四項單項分。
