Answer: "Have to" is a semi-auxiliary thus we should use "don't" in the tag question.
E.g. He has to study English, doesn't he?
The same rule can be applied to "used to" and "had better".
E.g. They used to live there, didn't (usedn't) they?
You'd better go at once, hadn't you?
Note:
1). "have" as auxiliary verb
E.g. He has always had his hair cut on Sunday, hasn't he?
2). "have" as action verb
E.g. You have no brother, do you?
